Ballard Spahr partner Joseph A. Fanone has been named Managing Partner of the firm's Washington, D.C., office, effective July 1. He will succeed Allan R. Winn, who will return to his real estate practice.

Mr. Fanone, a public finance attorney with the firm since 1983, represents trustee banks and works on tax-increment financing deals. He said that although the new-issuance market has been slow, there is business in restructuring TIF deals.

"It may not be that steady flow of new deals, but there are a lot of other things going on keeping people busy," he said.
