David Winstead, Kelly Wrenn, and Allan Winn were interviewed by Real Estate Bisnow about OMB's estimate of 14,000 excess federal facilities nationwide with a potential $15 billion return for taxpayers. A civilian BRAC law would work by making it easier for the federal government to bypass unwilling local authorities who want those buildings to stay in federal hands. Mr. Winstead, former Commissioner of Public Buildings at the U.S. General Services Administration, supports making the GSA central in the dispositions and granting it the authority to work with consultants who can determine a property's fair market value.
