Philadelphia's largest municipal union endorsed a recently released federal prison inmate for mayor as a way to draw attention to their lack of a contract and their frustrations with the current mayor. Ballard Spahr partner Shannon Farmer, the City's chief union negotiator, said the mayor was not trying to dictate contract terms to the union.

"The City has come to the table and been very clear about its financial situation and that it needs to achieve overall savings in pension and health care and get a contract that we can afford," Ms. Farmer said. "Obviously we would like there to be a contract as well."
