Ballard Spahr partner Jon Laria, Chairman of the Maryland Sustainable Growth Commission, told the House Environmental Matters Committee that the Commission likely will consider using tax increment financing to fund local development projects.

"We want to lay a foundation," Mr. Laria said. "We hope to come back with recommendations on how to expand local authority on TIFs. For example, in some areas that has already taken place — there are special BRAC-zoned TIFs."
