The Office of the Comptroller of the Currency (OCC) has moved forward on its plan to establish a special purpose national bank charter for financial technology (Fintech) companies by publishing (1) a draft supplement to its Licensing Manual specific to "Evaluating Charter Applications from Financial Technology Companies" and (2) an "OCC Summary of Comments and Explanatory Statement: Special Purpose National Bank Charters for Financial Technology Companies" (collectively, the "Supplementary Guidance").
