Following enabling legislation enacted by the Commonwealth of Pennsylvania, Philadelphia's City Council passed its own land bank legislation in December 2013. The Philadelphia Land Bank began 2015 by issuing its first RFP, taking concrete steps to address the issues pertaining to the city's vacant properties.
