Ballard Spahr LLP represented the New York City Housing Authority in connection with its $325 million public-private renovations plan, according to a statement from the law firm on Monday.

Calling the deal a “historic transaction,” the firm noted that the public-private partnership will, through the federal Rental Assistance Demonstration program, provide funding for renovations at Ocean Bay Development, which is located in the Rockaways. Through RAD, public housing agencies can take funding from the U.S. Department of Housing and Urban Development's Section 9 public housing program and shift those funds to be used for long-term contract work under Section 8.

Thanks to the agreement, nearly 1,400 housing units at Ocean Bay will receive renovations, and those units will remain affordable and be protected from being privatized.

"We've working with the housing authority off and on for more than the last decade," Ballard Spahr's Amy M. McClain told Law360 during an interview on Tuesday.

"We worked very closely with lawyers in NYCHA's law department. In-house counsel to the New York State Housing Finance Agency also were very involved in the overall deal," McClain added.
