
Tanner Horton-Jones is an associate in the firm’s Business and Transactions Department, focusing on consumer financial services matters. He has experience counseling clients on a wide range of administrative law subjects, including legal issues arising from government oversight and regulatory compliance.
Prior to joining Ballard Spahr, Tanner served as Deputy General Counsel for Audit and Management at the U.S. Agency for International Development, Office of Inspector General. In this role, Tanner advised on legal matters impacting the office’s independent oversight of agency programs and operations, as well as its strategic goals, external affairs, and mission objectives. He also led initiatives to minimize institutional risks and ensure the office’s compliance with laws and regulations governing procurement, appropriations, employment, ethics, and other requirements.
