Richard A. Fineman is a real estate and project finance attorney with almost 30 years of experience handling sophisticated commercial real estate matters, as well as complex, large-scale projects bridging real estate and finance work.

With a background as a general real estate lawyer counseling a broad range of clients across various sectors (including development, finance, acquisition, sales, leasing, condominiums and distressed real estate), Rich is particularly known for his cross-disciplinary skill set in coordinating, structuring, negotiating, documenting and administering the real estate and finance components of multi-faceted, large-scale development projects, including military housing, student housing, renewable energy, stadium, port-related, and privatization projects. Having represented private, governmental, higher education, healthcare, and nonprofit clients in various capacities during his career, Rich brings a unique perspective to transactions that enables him to propose innovative solutions to complicated issues.

Representative Matters

Served as local real estate and finance counsel to purchaser/borrower in a bond-financed project for the acquisition and operation of a solid-waste disposal facility for converting foodstuffs to pet food
Real estate counsel to purchaser in connection with acquisition of natural gas refinery and power plant
Represented lender in connection with acquisition and financing by affiliated borrowers of multiple natural gas-fired power facilities

Represent underwriter in connection with bond-financed development, construction and operation of advanced biofuels production facility
Principal outside counsel to a nationally recognized health care system in state-of-the-art development projects, including new in-patient and medical and administrative offices towers, research and educational facilities, and related structure parking
Counsel to a state agency in planning, structuring, and pursuing the development of an expanded marine container terminal involving 200+ acres of property at a former naval yard
Advised a private national developer in connection with the ground-up development and operation of facilities in a redevelopment district for biomedical and health professional education, research and clinical training, health care and administrative offices, and ancillary parking, pursuant to a long-term ground lease, sub-lease, sub-lease structure with a city and state-run university
Represented universities and private developers in the construction, development financing, and operation of numerous on-campus student housing projects
Served as in-house counsel to a regional development company in drafting and negotiating joint venture, master lease, and development agreement for ground-up development of medical office building with ambulatory surgical center
Represented asset and property manager in the privatization of parking operations system in a major Pennsylvania city
Served as lead real estate counsel on behalf of underwriters, bondholder representatives, and developers in a bond-financed family housing development transaction exceeding $4 billion on active military installations across the country
Represented a prime tenant in drafting and negotiating the tenant improvement work letter for new downtown skyscraper
Represented an industrial development authority in connection with the development of a new professional football stadium and new major league baseball park
