Noted public finance attorney Anastasia G. Khokhryakova has joined Ballard Spahr's Denver office as of counsel, William C. Rhodes, Chair of the firm's Public Finance Department, announced today. Ms. Khokhryakova's arrival adds a Denver presence to the firm’s nationally recognized public finance practice.
“Our Denver office opened 30 years ago with a strong public finance practice, and we have always been committed to re-establishing our local public finance presence," Mr. Rhodes said. “We have been careful to identify a new public finance leader in Colorado, and we believe Anastasia is that person. With our formidable public finance practices in Salt Lake City and Phoenix and our national reputation, the addition of Anastasia in Denver solidifies our presence in the Intermountain and Southwest regions.”
Ms. Khokhryakova focuses on public and project finance, serving as bond or disclosure counsel to governmental authorities, higher education and health care institutions, special districts, and other municipal issuers. She has represented major investment banking institutions throughout the country as underwriter's counsel, credit enhancer's counsel, and lender's counsel. She also serves as general counsel to the Colorado Health Facilities Authority.

Ms. Khokhryakova joins Ballard Spahr from the Denver office of Hogan Lovells. She is a member of the firm’s P3/Infrastructure, Health Care, Higher Education, Securities, and Transactional Finance Groups, as well as Ballard Spahr’s Municipal Recovery Initiative.
