Mr. Choi has extensive experience with all forms of tax-exempt, variable-rate transactions involving letters of credit and standby bond purchase agreements, as well as fixed-rate, new money, and refunding transactions, derivatives, and post-issuance compliance issues. Mr. Choi also has represented a range of clients in tax controversies, including the Internal Revenue Service, and is noted for his work with Korean businesses, a market sector that is growing rapidly in the Southeast.

“Growing our Public Finance practice nationally is a priority and we are delighted to welcome an attorney of Han’s caliber to the firm,” said Mr. Rhodes. “Our Public Finance practice is national in scope but, until now, we haven’t had a member of the team resident in our Atlanta office. We are fortunate to have a deep bench of talented young partners, such as Han, and I am confident that our clients will quickly grow to appreciate his talent and experience. We plan to continue to add quality bond lawyers in some of our other offices and in new regions of the country.”

Ballard Spahr has one of the premier Public Finance practices in the country, participating since 1987 in the issuance of more than $250 billion in tax-exempt obligations across the United States and its territories. The firm’s nearly 60 public finance attorneys represent state and local governments and authorities, nonprofit organizations, investment banks, and commercial banks and institutional investors in virtually every type of bond transaction.

Mr. Choi joins the firm from the Atlanta office of Schiff Hardin. Also Joining Ballard Spahr as partners today are Ethan H. Cohen, a litigator; Byung J. Pak, a litigator and the first Korean-American member of the Georgia House of Representatives; and Tracy S. Plott, a real estate attorney. Of counsel Isidor J. Kim, a litigator, also joins the firm today.

“Our group has a range of experience and diverse practices. Ballard Spahr is a uniquely good fit for us in that it has strong national practices in public finance, banking, real estate, and litigation,” said Mr. Choi. “In addition, we share the same commitment to client service, excellence, and accountability. We were looking for a forward-thinking, entrepreneurial firm with a culture of genuine respect and flexibility, and we found it.”
