Sharifa A. Anderson has joined the Baltimore office of the law firm Ballard Spahr as an associate in the Public Finance Department and a member of the Housing Group.
Before joining Ballard Spahr, Ms. Anderson was a Legal Honors Clerk and Attorney Advisor at the U.S. Department of Housing and Urban Development. While there, she primarily served as program counsel for Ginnie Mae and provided guidance on a variety of matters related to issuing and servicing guaranteed mortgage-backed securities. She also assisted in the review of evidentiary submissions for mixed-finance transactions and provided guidance on the applicable statutory, regulatory, and program requirements.
Ms. Anderson has gained broad experience in education reform, affordable housing, and community development by serving as an Education Pioneers fellow with Teach for America, as a Mayoral Fellow for the City of Baltimore in the Department of Housing and Community Development, and as a policy fellow, policy analyst, and senior business manager at Fannie Mae in the Housing and Community Development Division.

Ms. Anderson earned her B.A. from Hood College with honors in economics, her M.P.P. from the Harvard University John F. Kennedy School of Government, and her J.D., and Wharton Certificate in Business and Public Policy, from the University of Pennsylvania Law School. While in law school, she clerked for the U.S. Senate Judiciary Committee and served as a teaching assistant for real estate law in the Wharton Undergraduate Division.
