Norman E. Parker, Jr., of counsel in the Public Finance Department in the Baltimore office of Ballard Spahr, has been elected Vice Chair of the Board of Directors of the Elijah Cummings Youth Program in Israel (ECYP).
Created to improve relations between the Black and Jewish communities, The Elijah Cummings Youth Program in Israel fosters positive relations among all ethnic communities in Maryland’s 7th Congressional District. The program concentrates on leadership development, the promotion of inter-ethnic understanding and tolerance, and civic involvement.
Said Mr. Parker: “The Elijah Cummings Youth Program is an important training program that helps young men and women learn the fundamentals of leadership, community service, and public speaking, and the value of cross-cultural exchange. I am honored to assume a leadership role with the ECYP to help foster the growth of this amazing organization.”
Mr. Parker represents clients in financing affordable housing transactions and has considerable experience in both public finance and economic development. He has counseled several state financing and development authorities and advised a number of public housing authorities around the country in the development of affordable housing.
