In the week following a grand jury report saying that at least 37 priests remained in active ministry despite what the panel called a “substantial evidence of abuse,” Philadelphia Cardinal Justin Rigali hired Ballard Spahr partner and former sex crimes prosecutor Gina Maisto Smith to review the personnel files of all the priests named. Ms. Smith’s preliminary review served as the basis for deciding which priests should be placed on leave. Her work included reviewing all files and personnel records and assembling a team of experts on child abuse to assist her in the next phase of the review, which will include recommendations as to which priests should be permanently removed.
