The Pennsylvania Permit Extension Act gives developers added time to break ground on building, water, road, and sewer projects. Many projects were stalled due to the lagging economy. Ballard Spahr Real Estate Chair Michael Sklaroff has been working on trying to get this type of legislation crafted and passed for two years. Mr. Sklaroff told the Philadelphia Business Journal that the law puts lenders and borrowers in a position where they don't have to reclassify loans made on stalled projects.
