Lila Shapiro-Cyr has more than 16 years' experience as a real estate lawyer. She represents clients in real estate acquisitions, dispositions, development, leasing, and financing. Her clients include owners and developers of commercial real estate properties, as well as retail and office tenants. Her practice focuses on shopping center and urban development, and she also has significant experience in complex mixed-finance affordable housing, representing a variety of public-housing authorities in ongoing redevelopment efforts.

Ms. Shapiro-Cyr has worked on virtually all types of real-estate related agreements and contracts, including acquisition and sales contracts, development agreements, reciprocal easement agreements, financing documents, letters of intent, HUD and other government-required documents, and a variety of other related documents. She has significant leasing experience, representing both landlords and tenants in retail and office leasing, big and small. She is a prior Chair of the Real Property Section of the Maryland State Bar Association, and is actively involved in the Law Conference Planning Committee for the International Council of Shopping Centers. She was co-Chair of the firm’s Public Housing Summit from 2009 to 2014 and was previously responsible for training of real estate associates firm-wide.

  • Represented national department store in acquiring locations and development of stores throughout the Country
    Represents developer in leasing a downtown Philadelphia shopping center under redevelopment
  • Represents a major hospital system in significant real estate projects, including hospital acquisitions and leasing
  • Represents a retail developer in acquisition, leasing, and financing of sites throughout Maryland and the District of Columbia
  • Represents companies in leasing of new office headquarters and build-to-suit offices
  • Acts as outside general counsel to nonprofit children’s museum in a variety of matters, including real estate transactions and construction projects
  • Represented developer in acquisition and consolidation of parcels for grocery store-anchored development in Baltimore City
  • Represented urban developer in acquisition of prominent sites in Baltimore and associated development of mixed-use projects, including office, retail, residential, and parking components
  • Represented educational software and retail brokerage companies in leasing of new office spaces
  • Represents numerous public housing authorities in ongoing redevelopment efforts with multi-layered financings, including low-income housing tax credits, private bank funds, public housing capital funds, and a variety of other sources
  • Represented nonprofit school for underprivileged middle school girls in acquisition of a school property in Baltimore County
  • Represents nonprofit organization in connection with its community development efforts through receipt and implementation of federal Neighborhood Stabilization Program (NSP) grant.

Pro Bono Experience

Ms. Shapiro-Cyr represented the Sisters Academy of Baltimore in the acquisition of its existing school building. The Sisters Academy is a Catholic, community-centered middle school that educates girls of different races, ethnic groups, and religions from families of limited economic means, particularly those in southwest Baltimore.

Along with other members of the Ballard Spahr Housing Group, Ms. Shapiro-Cyr represented the Housing Authority of New Orleans in connection with post-hurricane-related needs and redevelopment activities after Hurricane Katrina.
