Lee A. Storey is a partner in the Litigation Department and a member of the Energy and Project Finance, P3/Infrastructure, Water Rights, and Environment and Natural Resources Groups and the Climate Change and Sustainability Initiative. She leads the water law practice at Ballard Spahr.
Ms. Storey provides consultation for municipalities, water districts, and developers regarding water use, resource management, and entitlements under federal, state, and county regulatory programs. She assists in such matters as assured and adequate water supply, recharge and recovery of effluent, water sales and marketing, transfers and joint-use agreements, and complex municipal pipeline projects. In addition, Ms. Storey represents clients in water rights litigation matters. She also consults with clients on Colorado River and Western water law issues.
Ms. Storey assists clients in all phases of entitlement work related to water and wastewater services and facilities; the formation of private water companies and domestic water and wastewater improvement districts; rural water importation issues; and all aspects of legislative and policymaking committees or commissions for regulatory rulemaking on water use and management. She has extensive experience with complex negotiations on Indian water rights involving multiple parties, federal and state agencies, the Endangered Species Act, and general natural resources.
