Dianne S. Pickersgill is of counsel in the Real Estate Department and a member of the Housing, Real Estate Finance, and Government Relations, Regulatory Affairs and Contracting Groups. She focuses her practice on the representation of public housing authorities and for-profit and nonprofit owners and managers of affordable housing in connection with HUD regulatory compliance and enforcement matters, such as Departmental Enforcement Center referrals, debarments and limited denials of participation, Office of the Inspector General audits and investigations, Real Estate Assessment (REAC) appeals, 2530 Prior Participation clearances, and Civil Money Penalty actions.

Ms. Pickersgill is experienced in the Section 8 Housing Choice Voucher Program (including HUD Housing Quality Standards requirements), Project-Based Section 8 issues (including renewals, opt-outs, and rent increases), HUD procurement requirements, HUD-insured loan pre-payments, the HOME Program, the Neighborhood Stabilization Program, fair housing issues, and occupancy issues.

Recognition & Accomplishments

Recipient, Ballard Spahr's 2011 Alan J. Davis Award for pro bono, given to a member of the firm who demonstrates exemplary legal representation in a matter involving the public good, for her work as part of the Ballard Spahr Asylum Initiative
