Jerold G. Oldroyd is a partner in the Business and Finance Department, partner-in-charge of the Communications Group, and a member of the Consumer Financial Services Group, Government Relations and Regulatory Affairs Group, and Economic Stabilization and Recovery Initiative.

Mr. Oldroyd concentrates his practice in communications and government affairs, including advising clients regarding the regulatory, legislative, and municipal aspects of telecommunications law. In that capacity, he is experienced in negotiating and drafting interconnection, collocation, franchise, siting, and other business and commercial agreements. He has also been responsible for documenting transactions for telecommunications companies structuring optical fiber long-haul routes and metropolitan-area networks.

Mr. Oldroyd represented the Utah Department of Financial Institutions as a special assistant attorney general. He has also represented financial institutions regarding regulatory matters, including chartering de novo industrial banks, obtaining FDIC insurance of accounts, establishing policies and procedures, and advising boards of directors. Mr. Oldroyd has been involved in documenting, structuring, negotiating, and making application and obtaining regulatory approval for mergers and acquisitions of depository institutions and trust company and holding company activities.

Mr. Oldroyd has many years of experience in the lobbying and government relations area. He has assisted in the passage of legislation and participated in numerous hearings before administrative and regulatory agencies on a variety of matters, including technology, financial institutions, and communications. He was involved in drafting, negotiating, and securing the passage of the Utah Venture Capital Enhancement Act, which attracts venture capital markets to assist Utah-based early-stage ventures.

Representative Matters

  • Counsels UCIC,  a quasi-governmental entity that established the $100 million fund-of-funds to support venture capital and economic development in the State of Utah
  • Participates in rule-making proceedings before the Utah Public Service Commission on establishing new regulations regarding rates, terms, and conditions of pole attachments and conduits
  • Represents coalition of telecommunications providers before municipalities on various rights-of-way issues
  • Assists developer in deploying its own telecommunications network within its master planned community, and certifying affiliated companies to offer telecommunications services within the State of Utah
  • Represents developer and competitive local exchange carrier before the Federal Communications Commission (FCC) in a lawsuit filed by the incumbent local exchange carrier to gain access to developer's campus
  • Represents long-distance wholesale provider in joint venture to raise initial start-up funds, draft domestic and international carrier service agreements, and file all necessary FCC forms
  • Assists carrier in participating in Utah's video relay services (VRS) program for the deaf and the hearing disabled as a VRS provider, and in qualifying as a VRS provider under FCC rules and regulations
  • Represents a city in the acquisition of a telecommunications network from a private company, drafting policies for the terms of use of the network by providers desiring to offer Internet services, and drafting service-provider agreements
  • Represents SS7 provider in regulatory proceedings before the Utah Public Service Commission and the Arizona Corporation Commission
  • Represents AT&T before the Utah Public Service Commission in the proceeding for approval of a change in control of AT&T Broadband Phone of Utah, LLC
  • Represents clients in the proceeding before the Utah Public Service Commission involving a petition filed by the incumbent Qwest Corporation for pricing flexibility for both residential and business services
