Adrian R. King, Jr., is a partner in the Business and Finance Department, Practice Leader of the P3/Infrastructure Group, and a member of the Government Relations, Regulatory Affairs and Contracting Group. He focuses his practice in the areas of general business and corporate law, government relations, regulatory affairs, government contracting, and gaming. He regularly represents clients before federal, state, and local executive branch and administrative agencies.

Mr. King has held significant positions in Pennsylvania state government. In February 2005, he was appointed to Governor Edward G. Rendell’s Cabinet, serving as Director of the Pennsylvania Emergency Management Agency. In this position, he oversaw the development and administration of the Commonwealth's comprehensive all-hazards disaster mitigation, preparedness, response, and recovery programs. He also managed the state's Emergency Operations Center (where more than 30 departments and agencies coordinate resources in response to natural and/or manmade disasters and other emergency events), supervised a personnel complement of 170 persons, and managed a budget in excess of $100 million.

During the years 2003 and 2004, Mr. King served as Deputy Chief of Staff to Governor Rendell. In this position, he oversaw the Commonwealth's public safety and homeland security functions with respect to both operations and policy, and functioned as the Governor’s chief adviser in critical situations involving: (i) elevation of the national terrorist threat level, (ii) natural and manmade disasters, (iii) state of emergency declarations, (iv) the deployment of the National Guard and State Police assets to critical infrastructure sites (e.g. nuclear power plants), and (v) public safety generally. He also served as the Governor's day-to-day and emergency point of contact for Pennsylvania's State Police, Office of Homeland Security, State Fire Commissioner, Department of Military and Veterans Affairs (including the Pennsylvania National Guard), Department of Corrections, and Board of Probation and Parole.

Mr. King was also the Chairman of the Pennsylvania Justice Network (JNET), an integrated criminal justice information network that enables 39 state departments and agencies, 266 county government and municipal police department users, and 17 federal agencies to share and access instantaneously key criminal justice data, including fingerprints, mug shots, drivers license photos, and arrest warrant information.

Mr. King also served as the Governor’s liaison to the Departments of Banking and State, as well as the Pennsylvania Gaming Control Board (PGCB) and the Pennsylvania Department of Revenue, with whom he worked closely on the implementation of expanded gaming in the Commonwealth. He also coordinated the Governor's response to the Department of Defense's BRAC 2005 process, including oversight and management of the Rendell v. Rumsfeld litigation.

In addition, Mr. King was the Governor's representative to the Delaware River Joint Toll Bridge Commission, a bi-state agency that operates more than 20 river crossings between Pennsylvania and New Jersey. He also served as a Commonwealth trustee for the Pennsylvania Employees Benefit Trust Fund, the entity charged with providing health benefits to more than 80,000 Commonwealth employees and their family members.

In 2001, Mr. King served as counsel to Philadelphia Mayor John F. Street's Task Force on Police Discipline.

Public-Private Partnerships

  • Counsel to a consortium consisting of Amtrak, Jones Lang LaSalle, and Merchant Equity Group in connection with the construction of transportation-oriented development to be located at Amtrak’s North Philadelphia Station 
  • Counsel to the Commonwealth of Pennsylvania in connection with the proposed lease of the Pennsylvania Turnpike; secured the largest bid for a public asset in U.S. history: $12.8 billion 
  • Counsel to the Commonwealth of Pennsylvania in connection with the development of a Marine Container Terminal Facility to be located at the Philadelphia Naval Shipyard

  • Representation of AT&T in federal and state government relations matters relative to its proposed acquisition of T-Mobile 
  • Representation of LightSquared before federal executive branch agencies in connection with its development of a nationwide wireless broadband network

  • Counsel to NCR Corporation, Simplex Grinnell, Teradata Corporation, Shuffle Master, the Philadelphia Phillies and Global Cash Access in connection Pennsylvania gaming vendor applications 
  • Counsel to CanAm Enterprises in connection with its successful effort to obtain approval to provide Immigrant Investor Program (EB-5) financing to Pennsylvania Casinos
