Jean C. Hemphill is a partner in the Business and Finance Department. She is partner-in-charge of the Health Care Group and a member of the Employee Benefits and Executive Compensation, Mergers and Acquisitions/Private Equity, CCRC Financing and Workout, Corporate and Government Investigations and White Collar Defense, Nonprofit Organizations, and Higher Education Groups, as well as the Medicare Part D Compliance Team. She concentrates her practice in the areas of general corporate, health care, employee benefits, and nonprofit law, representing academic medical centers, medical schools, health systems, physician practice groups, social service agencies, managed-care organizations, pension and welfare plans, employers, business groups, and other entities involved in health, retirement, and social service issues.

Before joining Ballard Spahr in 1997, Ms. Hemphill was vice president and general counsel of the Board of Pensions of the Presbyterian Church (U.S.A.), the entity administering the pension, medical, disability, and death benefits plans for the ministers and lay employees of the Presbyterian Church. She continues to serve as general counsel for the Board and as legal counsel to numerous other denominational benefits programs.

Ms. Hemphill is a frequent lecturer on health, employee benefits, and nonprofit law, including Medicare Part D compliance, HIPAA privacy and security matters, fraud and abuse, compliance, fiduciary duties of directors and officers, and other governance issues for tax-exempt organizations.
