Frederic L. Ballard, Jr., is Practice Leader of the firm's Tax Group and Exempt Organizations Group. He practices primarily in federal income tax matters relating to municipal bond issues.

Mr. Ballard joined the firm in Philadelphia as an associate in 1966 and became a partner in 1973. In 1978, he moved to Washington, D.C., to open the firm's first office outside Philadelphia. He served as Managing Partner of the Washington office from 1978 to 1995, and as Chair of the Public Finance Department from 1995 to 2000 and of the Financial Planning and Management Department from 2000 to 2006.

Mr. Ballard has worked on bond financings for the largest buildings in three states: the Denver International Airport, the Red Dog ore storage building in Alaska, and the Pennsylvania Convention Center in Philadelphia. His practice includes transactional planning for tax-exempt bond financing for hospitals and health care systems, colleges and universities, and other charitable organizations; and for cities, states, and state agencies, including housing and industrial development agencies. In addition, Mr. Ballard helps clients with planning and advice for use of derivative financial products, and tax controversy representation in audits of outstanding bond issues by the Internal Revenue Service. He also represents investment bankers and business entities using tax-exempt financing.

Pro Bono Experience

Mr. Ballard has represented numerous nonprofit organizations and government entities in tax-exemption proceedings and tax controversies on a pro bono basis.

Mr. Ballard is a longtime supporter of and contributor to the Washington Area Women's Foundation. He has served as a volunteer on projects for Habitat for Humanity International in Australia, Chile, and Brazil.
